What is the purpose of the user picture next the the user id and where else is it displayed and who can see it?
How can I change this pictire?

This picture is visible for you only. There is no special purpose for it, just a decoration kind of thing (avatar).
It will be changeable some day so you can replace it with an avatar of your choice.
